The Hervey Bay City Planning Scheme has been developed as the framework for managing and regulating development throughout the city.
 
Locations to be considered for your business are:
 
Commercial Areas
 
These are precincts that are suitable for retail and office environment, and the activities that have minimal impact on public facility and do not generate significant noise.
 
In the City area, commercial and industrial development is (and will continue to be) accommodated in defined zoned areas for commercial and retail development. 

In the smaller urban areas, there are defined commercial centres, but some services will be located in the “village zone” and to a limited extent the “residential” areas.
 
The retail and commercial strategy for the City focuses on the following key areas:
  • Pialba
  • Boat Harbour Drive
  • Tourist nodes of Scarness, Torquay, Urangan and the Boat Harbour
  • Neighbourhood/cluster shopping
  • Local shops

Industrial Areas
 
These are precincts that are suitable for manufacturing and repairs, automotive industry, metalworkers, cabinetmakers. These areas allow some noise, some outside storage of materials and may be more suitable for certain business operations.
 
The development strategy for the City provides for industrial development in a number of key locations, and focuses the development of industrial uses within the established and/or zoned industrial areas in the City.
 
General Industry is located at Urangan (Pulgul Creek and Ellengowan Street) and the Lower Mountain Road/Burrum Heads Road area.

Light/Service industry is located at Elizabeth Street and in the Islander Road area.

Dundowran - Bay Central Industrial Estate

Situated only minutes to Hervey Bay’s CBD, Bay Central Industrial Estate presents twenty-six acres of fully serviced general industry-zoned land with access to all major transport infrastructures. 
 
The already established Estate contains 36 lots and is home to industries including: heavy machinery construction, car seat manufacturing, civil engineering and a welding works.
 
 
Hervey Bay Airport Industrial Park

The 40-hectare master-planned Hervey Bay Airport Industrial Park is located adjacent to the airport.

It is the only industrial park in Queensland with direct-access air freight services allowing for express logistical support to industry, and is ideal for avionics and warehousing businesses.
 
There is potential for a childcare centre, service station, retail showroom, fast food outlet and indoor recreation facilities.

Effluent water is available on site to be used for irrigation and could be upgraded to be used for some manufacturing purposes if there is demand.
 
The estate is being developed by the Hervey Bay City Council in conjunction with Seashift Pty Ltd.
 
 
Tourism/Food Precinct

Located on the main approach to Hervey Bay’s CBD, the Tourism/Food Precinct is home to a range of food processors, taking advantage of some 1.4 million visitors to the region each year.
 
The precinct, offers 6-hectares of opportunities, and is also home to the city’s main Visitor Information Centre. The Precinct’s current tenants utilise door sales type operations.
